David was a Technical Planning Lead for the Relief Line Subway and Scarborough Subway Extension, and undertook the following responsibilities:
Developed and evaluated technical options with the consultant team, City/TTC staff for station locations and the alignment options for both rapid transit projects
Gathered technical requirements from various City Divisions, TTC and Metrolinx to inform the development of technical options
Developed and delivered robust public consultation programs to support the rapid transit studies, meet requirements from City Council and the Provincial Transit Project Assessment Process. Prepared the first comprehensive Public Consultation Plan for rapid transit projects in Toronto which received unanimous City Council approval
Regularly prepared reports, presentations and briefing packages for City/TTC Senior Leadership, City Council, and the TTC Board.
Managed engineering and public consultant consultants, prepared scope of work documents and secured budget to undertake technical work
Defined resource requirements and secured approvals in creating the City’s Transit Implementation Unit with a staff complement of fourteen to coordinate rapid transit planning with the TTC and Metrolinx on projects across Toronto
